The purpose of this Technical Specification is to define the basic design requirements for a 15-M Multipurpose Work barge to serve the coastal area
The Bidders / Shipyards (herein called “Builder”) are to offer a proven design of such a boat and a full building specification to the owner, (herein called “Owner”).
All correspondence plans and documents under these Specifications to be in English.
All labels will be in English.
All units of measurements for this Boat will be in metric units.
The Owner holds the right to supervise in all times the building/outfitting/preparation of the boat to be supplied, by his representatives or other nominated by him.
2. General Description
The vessel is to be designed twin screw driven workboat and built accordance with General arrangement Plan (G.A) the plan attached the contract..

The wheelhouse and control bridge will be starboard side and shall have large windows with all round vision.
The hull will be divided into 4 compartments by watertight bulkheads.
The boat will be propelled by two marine engines, each driving fixed pitch propellers.

4. Classification & Regulations
The shipyard built the vessel in acceptance of good marine standards and delivery them to the buyer in working condition furnished by all means as describes in specifications.
Additional works modifications requested by the buyer after signed of the Contract, shall be priced separately by the shipyard and will be collected by the buyer prior commencing the requested extra works and obviously extend the delivery time that has been accepted before.
6. Materials and Workmanship
All materials will be new, of first class marine quality. Wood to be durable hardwood, well-seasoned, and well preserved. The workmanship of the hull and fittings throughout shall be of good marine practice.
The hull and wheelhouse will be constructed of steel plate all steels will be shot blasted before fabrication. In way of bollards and lifting eyes, deck will be strengthened by internals and reinforced under additional stiffening will be provided as necessary in way of engine seats.
The boat's hull will be divided into four watertight compartments.
8.1 Fore Peak
The fore peak will serve as water ballast tank. Access from store room will be provided, through watertight opening on fore peak bulkhead.
8.2 Cargo Tanks
Cargo Tanks spaces between fore peak bulkhead and engine room fwd bulkhead. Access to Cargo Tanks area via W.T. door in Engine Room and through a stairs from Galley on main deck.
8.3 Engine Room
Engine compartment will be spacious to enable ample access to perform repairs, maintenance and easy removal of engines .Access to Engine Room through forward doors in W.T. bulkheads and through W.T. hatch located on top of raised deck.
Engines to be removed through bolted flash hatch on main deck.
8.4 Wheel house
Wheelhouse will be fabricated in steel about 2100 mm. height and will be placed at the Mid-ship starboard side as seen on the general arrangement section of the boat for easy operation. Windows sizes as shown on plan good view of aft and fore decks. Windows and doors will be placed as GA plan. The wheelhouse will be fully air-conditioned.
The wheelhouse ceiling, walls are to be insulated.
Engine control panel & audio/visual alarm will be installed to control oil pressure, cooling water temperature, engine tachometers, batteries charge ampere meter and additional instruments needed to effectively control the propulsion system.

Instrument panels arranged in an ergonomic way to have good visibility angles and ease of operation by the helmsman. One comfortable chair shall be installed on adequate foundations.
Additional upholstered benches for 2 crews seating or sleeping.
Benches, top lift, and provided with lockers under for storage of life jackets and any other equipment.
Linings / Ceiling Face will be laminate plywood white color .panel joints will be hard wood, all wood will be well seasoned good quality.
8.5 Tank Storage
The boat will be equipped with:
1 x Fuel Tank – 25.9 m3
1 x Fresh Water Tank – 4.8 m3
8 x Cargo Tanks – Total: 82.4 m3
1 x Grey Water Tank – 3.9 m3
1 x Sewage Tank – 0.2 m3
The tanks will be situated according the G.A Plan.
Filling from deck and vent pipes with flame arrestor to open air.
8.6. Aft Compartment / Steering gear compartment
Access to the compartment through hatch with ladder on main deck
9. Outfit and Equipment
One bolted W.T. access hatch will be provided on main deck above the Engine Room, for engine maintenance and/or removal of engine parts.
Secondary hatch will be provided on aft of galley to serve as ventilation opening during maintenance and as entrance and escape hatch .Entrance ladders are to be installed.
Steel doors for access to wheelhouse with window will be provided in the port bulkhead.
All opening covers and doors will be closed by dogs. The doors according The G.A Plan
Windows will be provided all around the wheelhouse.
Frame profiles between windows to be as narrow as possible so as not interfere with the visibility. The forward windows to be provided with electrically operated, wiper.
A steel mast will be fitted to top of the wheel house folding type shall be designed to carry the navigation lights and antenna.
Outside railing will be provided around the superstructure.
Height of railing shall be below windows .All railing shall be steel tubes.
All around the boat at deck level round half-pipe shape steel fender (abt.dia 200) to be installed. At Push bow D type fenders will be mounted vertically as shown in a GA plans, 300mm Diameter One roller will be installed at fore deck with same level of main deck.
Ladders entering to Engine Room, store room openings in deck to be of steel material.
One upper deck ladder will be installed, with railing and non-slip steps. Structure to be dismountable.
9.8 Safety Equipment
8 x Life Jackets equipped with whistle, light or light stick
4 x Life Buoys to be provided
1 x First Aid Kit
1 x Fire & GS pump with hose and nozzle
9.9 Mooring, Outfit and Anchor
One (1) anchor with 12 mm. chain and 30 m length.
Hydraulic operated windlass. 1 ton capacity
Anchor will be stored at the fore deck.
Four (4) synthetic mooring ropes 20 m. each, 30 mm. circumference.
Strong Steel bollards for mooring to be fitted two fore and two aft.
One roller to be installed main deck level aft of the vessel.
10. Miscellaneous Outfit
Four (4) lifting eyes will be provided on the deck.
Fore Deck will be covered with wooden
Lifting bar/eyebolts will be fitted in engine room to remove Engines.
11. Fire Fighting
Two portable fire extinguishers 5 kgs dry powder type will be placed in the wheelhouse.
Two portable fire extinguishers 5 kgs dry powder type will be placed in the Engine Room One portable fire extinguisher 5 kgs dry powder type will be placed in the Galley
12. Ventilation and Air Condition
Two electrical fan ventilation Air Channels to be provided for Engine Room ventilation flame arrestor and covers shall be fitted.
The wheelhouse is to be air-conditioned. The 5000 Btu split type air condition shall be fitted.
The Galley area is to be air-conditioned. The 12 000 Btu split type air condition shall be fitted
Air condition to be cooling and heating functions.
A plan will be made for the internal and external paint job of the boat. All paints to be of high quality suitable for marine use. Paint scheme to be used for the structure of the vessel will be a, Jotun, 2 pack epoxy system on top of compatible primer.
Surface shall be duly made free from all dust or dirt and prepared properly for good adhesion. Anti-skid paint shall be applied on the deck and walking sections.
Final coating of underwater hull should be anti-fouling.
The paint will guarantee a protection for 2 years.
Painting colors to be as follows:
-Hull – According to Buyer’s request (RAL ....)
-Main deck – According to Buyer’s request (RAL ....)
-Galley – According to Buyer’s request (RAL ....)
- Wheelhouse – According to Buyer’s request (RAL ....)

14. Cathodic Protection
Sacrificial zinc anodes to be fitted to all ferrous materials below waterline and to be calculated for 2 years protection .All underwater fittings shall be by welding.
15. Marking and Identification
Boat’s name or number and port of registry will be painted or sticker on bow and transom, and superstructure.
Name plates for instruments, pipes, valves or any item that needs to be identified will be engraved in hard plastic and attached to place.
Name plates, marking and identification are to be in English.
All pipelines are to be color coded.
16. Power Plant (Propulsion)
1) Propulsion engine for the boat 15.1 MT
The boat will be powered by: 2 x MAN Diesel Propulsion Engine
440hp at 2220 rpm.
The engines will be in accordance with standard delivery, equipment and specifications.
The engines will be installed on shock absorbers suitable for this engine in order to minimize vibrations.
2) Auxiliary engine
The boat will be powered by ; 1 x Marine Diesel Generator Engine
Cummins ONAN or Caterpillar 17 KW at 1500 Rpm
Local Operation Panel mounted on the Generator and contains oil pressure gauge, water temperature gauge and tachometer with combined hour meter.
3) Power pack
380V electric supplied power pack to be arranged to supply power for all the hydraulic systems.
The following accessories to be provided:
Exhaust manifold with flexible fittings. The a water lock, wet type
Fuel filters with water traps.
Air filter, dry type.
Reverse reduction gearboxes to be engine mounted and of good marine quality.
Gearboxes shall be connected to the main engines via a flexible coupling
Gearbox reduction ratio 4.1.
6) Gauges and Instrument panel
The helm control console shall be fitted with a comprehensive engine monitoring instrument package from MAN.
Gauges and Instrument panel on the Bridge will include:
Water temperature gauge
Oil pressure gauge - engine
Ampere meter and battery charge meter
Alarm panel to include:
Oil pressure - low
Temperature jacket water - high
7) Spare parts
Spare parts are optional and following spare parts will be delivered with boat;
2 x Propeller (1 left, 1 right)
2 x Propeller Shaft
2 x Mechanical seal
4 x Bearings for propeller shaft
8) Cooling System
The sea water supply system consists of two sea chest/filter arrangements cross-connected via valve.
Valves should be Gate valves and ball valves.
Each engine is provided with a closed cooling system, which circulates fresh cooling water via the tube cooler and an expansion tank.
The cooling water pipes to be connected to the engines via flexible hose.
The fresh and sea water cooling pumps are engine driven.
9) Exhaust System
The two main engines exhaust pipes to be ducted through side of the E: R. port & starboard direction.
The steel expansion joints shall do the connection of the exhaust lines to the engines.
The exhaust lines. Care shall be taken to prevent entry of water into the engines. exhaust pipes shall be insulated with proper thermal insulating materials.
Propeller: 2 pcs
Material: Cu-1 MN Bronze
Propeller Diameter: 920 mm
Propeller Type: Fixed pitch
Number of Blades: 4
Diameter and pitch of the propellers will be designed as to meet the rating of the engines and the required specifications.
Propeller material to be of bronze.
Propellers are to be balanced, keyed and tapered bored, secured on shaft with tapered nut (cap) and securing bolt on this nut.
18. Propeller Shafts
The propeller shafts will be of Stainless steel.
Diameter of the shafts (80mm) to be sufficient for maximum rating of the engines. For repairs, stern shaft is to be drawn outboard.

19. Controls of Engine and Gearbox
Ahead / astern direction and engine revolutions are controlling by a handle operated morse controls.
20. Rudder and Steering Equipment
Two pcs -single plate type rudder with:
Rudder blade, Rudder stock welded to the rudder blade.
Watertight sealing on top of the tubes (top to be above waterline).
Top of tubes to be supported by strong back supported from hull structure.
Tillers connected by tie bar.
Steering provided with a manual powered hydraulic system that controls the rudder position.

21. Deck Machinery

Knuckled boom crane will be placed at the port section of the vessel.
Slewing ring, reduction gear, hydro motor, hydraulic pump, control valves,
Wire drum included in the construction.
Towing Winch; 1 x hydraulic operated winch Capacity 10 ton max
D3- Anchor Windlass
Local Manufactured 1 ton capacity, hydraulic windlass with a 120 Kg Anchor and 100 meters of 14mm diameter chain.
22. Fuel Tanks and Fuel Lines
Four tanks will be installed - each with a capacity will be given G: A: Plan.
Filling by flush seal type deck connections with suitable vent pipes,
Each tank will be provided with an inspection manhole of acceptable size.
Further, there will be a glass level indicator, Fuel level indicators to be easy accessible located.
The filters type and capacity suitable for the engines.
The filter shall be positioned at a convenient place in the Engine Room.
Fuel lines will be steel seamless pipe and engine connection ends will be flexible.
23. Bilge System
23.1) Bilge Pumps
•Electric (24V) driven pumps for draining the lowest point in each compartment operated by a manual switch.
24. Electric System
-All equipment will be labelled to show clearly their function
-Generators Electrical system will be 220 V and 380 AC 3 phase will be available.
-The low voltage is to be a 24 volt DC system
-The battery charging system is designed to ensure that all batteries can charged all times from main engines.
-Main and auxiliary engines starters and alternators are to be 24V
All electric and electronic equipment is to be suitable for continuous duty marine service,
Installation will be according to good marine practice.
Cables and wires
All cables and wires of approved marine type and to be secured by clips and mechanically protected where necessary, or laid in cable channels. Control cables to have spare conductors according to shipyard practice,
Where exposed to mechanical damage, cables to be suitably protected.
All cables to be labelled by labels numbers.
Electrical connections to engines via plug-in system.
25. Switchboards and Circuit Breakers
Switchboards/distribution installed within the panels to be easily accessible for operation and maintenance.
The switchboard shall contain the following:
- Main switches (To be installed outside of the Box).
- Circuit breakers for the following consumers:
1. Windshield wipers washers
2. Signal horn
4. Navigation lights including towing lights
5. Interior lights
6. VHF, radar GPS, deep sounder
7. Rudder angle indicator (if installed)
8. Bilge pump
9. Fire Pump
10. Fuel transfer pump
12. Floodlight aft
14. Intercom for Control room & Galley area
15. Walkie talkie – 4 units
Fuses and breakers to be in one switchbox and located in the wheelhouse console, easily maintained and operated by the helmsman.
Circuit breakers shall be clearly marked with nameplates.
The electrical system on the engines shall be protected in the engine’s instrument panel, so no further outgoing circuits for the engines shall be in the above mentioned circuit breakers board.
The switches are to be fitted in the instrument panel of the helmsman’s console for operating the following equipment: -

The Engine Room lights will be operated with a separate switch placed inside at the entrance.

27. Electrical Equipment
Heavy duty, wipers will be fitted on the both front window.
One signal horn, electric operated.
One (1) sealed beam, search light, to be fitted on wheelhouse top, controllable from inside wheelhouse -under ceiling- by the helmsman or other crewman.
One (1) sealed beam floodlight will be fitted for illumination on the aft deck.

Navigation lights to be adequately protected.
Stern light will be positioned aft on the wheelhouse.
