This 2-Masted Gaff Topsail Schooner was designed by McCurdy, Rhodes, & Bates. She was constructed in South Bristol, Maine at a famous old school New England Yard established back in 1850. The yard formally known as Bristol Yacht Building is well respected for having produced US Navy Minesweepers in the 40's and such ships as Hero (NOAA's 135'Antarctic Research Ship), 131' Harvey Gamage, 106' Clearwater, and dozens of others. She was designed for carrying both sailing crews and passengers out of Newport, Rhode Island. The BILL OF RIGHTS was acquired by her present owner and sailed some 5700 nautical miles from Norfolk, Virginia to her new home in Los Angeles, California in March of 1998.

The BILL OF RIGHTS is 136 feet long overall, has a beam of 23 feet, and a draft of 10 feet. Her sail area is 6300sqft and her main mast stands 100+ft above the deck. A single 210hp Caterpillar 3208 engine powers her. She sleeps 26 in multiple staterooms.

After a considerable restoration by Grays Harbor Historical Seaport in 2005 and 2007, The BILL OF RIGHTS is a fully certified passenger vessel under USCG Subchapter T. She carries (30) guests and (8) crew in open waters. As many as (83) on voyages of less then 12 hours. Her COI is current for Limited Coastwise Route.
